Steve Harris conceived the idea for "The Big Picture Book of Family Values" in 1982. First he talked with hundreds of children to find out what was important to them. Then he went in search of an artist. Since these ideas came from kids, he thought the artist should also be a kid. After a lengthy search he found fourteen-year-old Jeff Weber. Jeff's cartoon characters had the perfect combination of simplicity and humor Steve wanted.
